To do so, you must first fill in the notification field and provide us with as much details as possible about the content, place and time of violation as well as about the alleged offender. When you send us a notification it is preferable that you indicate your contact details, so that we can get in touch with you if needed. Submit a complaint

If you believe that your personal data are processed unawlfully and you want The Personal Data Protection Service to address the violation, you can submit a complaint to our office at the addres: #7 Vachnadze Str, Tbilisi, and also electronically. To submit an electronic complaint, you may download a complaint template, fill it out, sign it and send a scanned version to the address: office@pdps.ge. State Inspector Londa Toloraia Presented a Report on the Activities of the Service to the Representatives of the Diplomatic Corps

The State Inspector’s Service held a meeting with the representatives of the international organizations and diplomatic corps. The State Inspector Londa Toloraia presented the report on activities carried out in 2019-2021 to the invited guests and thanked them for their contributions in the development of the independent institution.

The meeting was opened by the State Inspector Londa Toloraia, US Ambassador to Georgia Kelly C. Degnan, Ambassador of the EU to Georgia Carl Hartzell, UN Resident Coordinator Sabine Machl, Resident Representative of UNDP in Georgia Nick Beresford, Senior Human Rights Adviser for the South Caucasus, Office of the UN High Commissioner for Human Rights (OHCHR) Vladimir Shkolnikov and the Deputy Head of the Council of Europe Office in Georgia, Stephan Sirbu.

Establishment of the State Inspector’s Service and creation of the independent investigative mechanism in Georgia in 2019 was one of the most significant steps taken by the State to protect human rights. The need to create such an institution was discussed by international organizations and independent experts for years. The step taken by the State and establishment of the independent investigative mechanism in the form of the State Inspector’s Service was positively assessed at national as well as international levels. The support provided by the international organizations have had a decisive significance in the process of developing an independent, impartial authority in line with international standards.

Londa Toloraia thanked the representatives of the diplomatic corps and international organizations for the efforts made by them in the process of institutional strengthening, development and defending the independent institution in Georgia. Londa Toloraia provided the invited guests with the information on the activities carried out since the establishment of the Service up to its abolition by the Parliament and discussed in detail the importance of establishment of the Service, its mandate, steps taken in the process of protection of personal data, monitoring of covert investigative activities and investigating official misconducts, about the current challenges and the outcomes achieved.

“You have a huge role in the establishment of the State Inspector’s Service. You were the first who started discussion about the importance and need for the establishment of an independent investigative mechanism in Georgia. You were also supporters of strengthening and all this time you have taken care of the institutional strengthening of the Service. You were the sector that reacted most harshly to the dissolution of the Service. Thank you for your assistance and unprecedented support throughout all this period,” - stated Londa Toloraia.

For their part, the representatives of the diplomatic corps and international organizations thanked the State Inspector and her team for their work and active cooperation. It was once again emphasized that the State Inspector’s Service as an independent mechanism plays an important role in the process of human rights protection in the country. All the results that the Service has achieved in the process of personal data protection or investigation of the crimes committed by civil servants, were impressive and valuable. The guests negatively assessed the hasty decision on the abolishment of the Service and stated that the support of independent human rights supervisory institutions is critical to the country's democratic development.

Up to 50 guests attended the event, including: Ambassador of the United Kingdom Mark Clayton, Ambassador of the Kingdom of the Netherlands Maike van Koldam, Ambassador of the Republic of Austria Thomas Muehlmann, Ambassador of Romania Răzvan Rotundu, Ambassador of the Czech Republic Petr Mykiska, Ambassador of Italy Enrico Valvo, representatives of the embassies of Germany, France, Estonia, Switzerland and international organizations. 

The concluding meeting was held with the support of the European Union, the United Nations Development Programme  (UNDP) and the Office of the High Commissioner for Human Rights (OHCHR).

The State Inspector’s Service thanks all members of the international community and partners for their active support and significant contribution in the process of institutional strengthening, professional development of the staff and protection of human rights.
